Dallas Independent School District (Dallas ISD) has not only grown to be one of the largest districts in the country, but it is also known to be the second largest in Texas. In accordance with the College and Career Readiness Annual Report, out of all the college readiness public education communities across the US, Dallas Independent School District is boasting a 76.2% among College and Career Ready Graduates overall rating extremely well in the US (2016). This district that was selected for this improvement varies from elementary to high school and even includes alternative, STEM and TAG schools where they assist with specific academic and vocational needs of students.

An alternative school is an educational setting designed to accommodate educational, behavioral, and/or medical needs of children and adolescents that cannot be adequately addressed in a traditional school environment. A STEM school is an educational setting designed to focus on the fields of science, technology, engineering and math. A Tag school is an educational setting designed to accommodate children who have been identified as gifted or talented, consisting of programs that cover a broad group of special practices, procedures, and theories used in the education.

Coming in second as the largest school districts in Texas with almost three out of every four students living in poverty, between 1999-2000 the district had the highest number in the state of low-performing schools. Some of the other challenges the district faced were financial and leadership instability, inadequate focus on education, lack of accountability, poorly planned and managed contracted services, and a failure of essential occupational functions (Rylander, 2001). On the brighter side, a new non-profit that research report found Dallas ISD to contain six out the best ten public high schools in North Texas (Davis, 2017). In addition, in 2017 out of eleven schools that earned a near perfect grade of “A” (99) from the Texas Education Agency, six of them were within Dallas ISD, while several more earned a grade of “B” (81) (The Hub, 2018).

When collecting various data such as the previous information, good educational leadership is important to make sense of all information collected on students, schools and educational issues. Data analysis is important in student achievement and empowering educators and students to communicate important information to parents and the community. Finally, setting goals is important in self-management, self-improvement, helping students grow into more independent individuals, and helping educators, leaders, and districts grow into a greater success.

Goals

Educational Leadership goals are achieved through preparation, the dedication of day-to-day tasks, constant self-examination and improvement, and perhaps most importantly support of other leaders (Kouzes & Posner, p. 4, 2017,). Preparation is a key factor in reaching goals, because it demonstrates that you are prepared and have the basis of knowledge needed to apply to a situation. As a leader, you should have a pre-established idea of what goals and objectives you plan to achieve. In the book of Nehemiah, Nehemiah includes the public in his decision making. Verse 5:7 (New Living Translation) states that “after thinking about the situation, I spoke out against these nobles and officials. I told them, ‘You are oppressing your won relatives by charging them interest when they borrow money!’ Then I called a public meeting to deal with the problem”. What makes a leader truly successful is their inclusion of others in making important decisions. In accordance with Kouzes & Posner, The Leadership Challenge states that “a relationship characterized by mutual respect and confidence will overcome the greatest adversities and leave a legacy of significance” (p. 26, 2017). In accordance with Dallas ISD’s vision statement posted on their website, the student goals should consist of:

Student Outcome Goals:

  • Student achievement on state assessments in all subjects at Approaches or above will increase from 66 percent to 75 percent by 2022.
  • Student achievement on the third-grade state assessment in reading at Approaches or above will increase from 62 percent to 75 percent by 2022.
  • Student achievement on state assessments in two or more subjects at Meets or above will increase from 34 percent to 40 percent by 2022.
  • Student participation in extracurricular or co-curricular activities will increase from 59 percent to 65 percent by 2022.

Along with year by year goal metrics, these goals serve as key data points to ensure that all programs and initiatives are garnering the results where they matter most – the classroom. These goals directly relate to the district’s vision because meeting these goals would require all students having access to a quality education, enabling them to achieve their potential, fully participating social, economic, and educational opportunities. Community members are meaningfully involved in the needs assessment process because the success of all students would require a strong, dedicated, and supportive family, along with parental involvement in the school.

The results of the needs assessment will be communicated to all stakeholders because knowledge is essential for the welfare of the students, including the preservation of the district. During the 2017-18 school year, Dallas Independent School District will continue to align continuous improvement efforts in accordance with the Texas Education Agency. Also, creating an action plan for each individual school that includes a description of the research-based strategies and actions is essential for the maximum educational achievement of each student.
