The office headquarter building, TLY Pte Ltd, that is located at Buona Vista, was built in 1998 and has not been obtaining any Green Mark Award since then.

Since the company are currently targeting and wanting to achieve the Green Mark Gold for the single tenant building, based on the information as mentioned above, the recommended version of BCA Green Mark assessment criteria will be the Existing Non-Residential Building Version 3.0 (ENRB V3). Question 2: The BCA Green Mark certification process for the office headquarter building to obtain Green Mark Gold Award for Existing Non-Residential Building Version 3.0 criteria will be as follow: Application – This initial process will require the submission of application that is to be done online at BCA Website with all the relevant supporting documents for certification of the Green Mark Gold Award upon any finalization of sustainable practices to be achieved. Through account registration in the BCA Green Mark Online Website and logging in with SingPass ID or GM ID, the completion of the online application, including Annex A, are to be submitted together with the Non-Residential Existing Buildings Green Mark form. After the acceptance of fees being paid and application by BCA, the Green Mark Assessor will be assigned to the building. Pre-Assessment – An audit for pre-assessment are recommended to be carried out during this stage so as to give the building owner, project team and relevant stakeholders, a better understanding of the required criteria for the building to achieve Green Mark Gold Certification level.

This will involve having a formal meeting with BCA and are usually conducted through presentation, so as to confirm that the project teams are heading towards the correct direction for the certification and award sought. Actual Assessment – This stage will involve detail checking of documentary evidences and calculations, so as to confirm if the building has met all the criteria (including pre-requisite requirements) to achieve the Gold certification level. Letter of award displaying the BCA Green Mark Rating will be issued after fulfilling all the necessary requirements as mentioned above. Verification – Site verification audit will be conducted by BCA at this stage so as to determine that the green features, which resulted in the Gold Certification and review of delivery records for any updated documents, are fully compliance with the required BCA Green Mark standard. After which, during this final stage of the certification process, BCA Green Mark Gold Certificate will be issued and it is valid for 3 years.

Question 3: The BCA Green Mark assessment fee for certification of the office headquarter building will be as follow: Under the Existing Building Category for Medium and above (GFA more than 5,000 m2/Sq m), the assessment fee for certification will be S$8,900 for the first GFA of 15,000 m2/Sq m and S$0.15 for every subsequent m2/Sq m. Therefore, with Gross Floor Area (GFA) at 37,800 m2/sq m of the entire 15-storey office HQ building & 2-storey basement, the calculation/costing will be S$8,900 + (subsequent 22,800 m2/Sq m x S$0.15 = S$3,420) = S$12,320 (Excluding GST). The final fee computation inclusive of 7% GST will be S$12,320 + (7/100 x S$12,320 = S$862.40) = S$13,182.40/- (Including 7% GST). The screen shot of the BCA website assessment fee guide that the above computation/calculation was derived from is as shown below: Question 4, 5 & 6: Category Available Points Current Points (Question4) Proposed Additional Points (Question5) Total Points (Question4 and 5) Reasons (Question6) Part 1 Energy Efficiency 1-1 Thermal Performance of Building Envelope – ETTV 5 0 0 0 Information on building wall and glazing details are not available. 1-2 Air-Conditioning System 32 1 18.33 19.33 Current Points: Sensors used to maintain concentration of carbon dioxide = 1 Point Proposed Points: Because of Pre-Requisite Requirements and to achieve Gold Award as follow: – Achieving the current plant efficiency of 0.97 kW/Ton to 0.75 kW/ton (Pre-Requisite) = 14 Point Improving 0.75 kW/ton to 0.70 kW/ton (Gold Standard) = 2.33 Point Install permanent measuring system for monitoring chilled water system (Pre-Requisite) = 1 Point Using Heat balance substantiating test for verification of chilled water system (Pre-Requisite) = 1 Point 1-3 Natural Ventilation / Mechanical Ventilation 0 0 0 Non air-conditioned spaces are not more than 10% of the building total GFA. 1-4 Artificial Lighting 13 2.04 0 2.04 Current Points: Total Reference (SS530) Power Consumption of 469,201 W minus Total Existing Power Consumption of 437,248 W = 31,953 W %Saving – 31,953/469,201 W x 100% = 6.8% Point score – 0.3 x 6.8% = 2.04 points 1-5 Ventilation in Car Park 4 2 0 2 Current Points: Mechanical Ventilation with CO sensors for Car park Estimated Area of 6000 m2 = 2 Points 1-6 Ventilation in Common Areas 5 3.5 0 3.5 Current Points: Natural Ventilation in Toilets = 1.5 Points Natural Ventilation in Staircases = 1.5 Points Mechanical Ventilation in Lift Lobbies = 0.5 Points 1-7 Lifts and Escalators 2 1 0 1 Current Points: Lift with VVVF motor drive and sleep mode = 1 Points 1-8 Energy Efficiency Practices and Features 12 3.3 0 3.3 Current Points: EEI is 6,692,000 kWh per year divide by 37,000m2 GFA x 55hrs/60hrs(7am-7pm) = 162.34 kWh/m2 per year (1 Point) VSD of Chiller 1 – 4 (4 x Chiller), certified by SGBC = 2 Points Auto-Condenser tube cleaning system certified by SGLS = 0.5 Point (BUT Maximum 2 Points for above) Photo Sensors & Motion Sensors of Light fittings that saves 9,800 kWh of electricity annually – 9800 kWh/6,692,000 kWh x 100% = 0.15 % Saves, Therefore, 0.15% x 2 points = 0.3 Points 1-9 Energy Policy and Management 1 0 1 1 Proposed Points: As Buffer for Pre-Requisite Requirement in Energy Efficiency Category to achieve Gold Standard (Minimum 35 Points): – Regular Energy Policy review with top management = 0.5 Point Energy efficiency improvement plans for the next 3 years to achieve energy target set = 0.5 point 1-10 Renewable Energy 15 4.1 0 4.1 Current Points: Grid-tie photovoltaic installed on roof that can produce renewable energy of 55 MWh (55,000 kWh) – 55,000 kWh/6,692,000 kWh x 100% = 0.82%, Therefore, 0.82% x 5 points = 4.1 Points Sub-Total for Part 1 89 16.94 19.33 36.27 Part 2 Water Efficiency 2-1 Water Monitoring 4 2 0 2 Current Points: Monitoring of major water consumption through sub-meters installed – 1 point Monitoring water consumption monthly by maintenance team, as being tasked by management – 1 Point 2-2 Water Efficient Fittings 12 9 0 9 Current Points: Obtained PUB WEB Certificate – 9 Points 2-3 Alternative Water Sources 3 0 0 0 Information on utilizing alternative water sources is not available.
